My jurisdiction (Ontario) is ~90% carbon-neutral for electricity generation; next door, Quebec is ~99% hydroelectric. Yet we produce about 10 and 9 tonnes of CO2 equivalent GHG emissions per capita. (Nearly 2x as much as Greece.)
