My perspective from industry is that we're not really suffering for a lack of formal verification, or anything at the specification level. Basically all of the meaningful problems that need help and attention are with the implementations. I've been on both sides, and I can say it's much harder to implement a bug free distributed system for large scale production use than to specify one.
