I think a negative income tax would be better because it proves incentive for each person to work as much as they are able. Most welfare programs, including UBI, don't disincentivize people from sitting around doing nothing and don't incentivize people to work if they can. Even worse, many welfare programs actively disincentivize people from working, effectively trapping them in the welfare program. I also think it would be good to implement an incentive to employers to report to whom and how much they pay to discourage people from working under the table.
