  Sorry, I guess I misunderstood what if anything you were asking about, or misinterpreted the question mark on the end of your comment. The first sentance of the order says it only applies to current citizens or permanent residents. I guess if you were a visa holder at time of offense and had somehow become a citizen or lawful permanent resident since then (which would be hard to do with such an offense), it would apply to you...
