Probably not. That tube has drag like a normal airfoil but its shape is highly impractical to store stuff like batteries. An modern flight controls can overcome basically any instability in the design and there is no reason to make any aircraft less agile. The gains having a slightly more efficient prop at very certain airspeeds do not offset the impracticality and drag. The "best" design is probably a flying wing with wingtip props.
