You'll get your door kicked in if you call a state's secretary of state "a dick" on Twitter. I'm going to go out on a limb here and say that it's not so much about keeping the internet civil so everyone can partake in the debate. It also seems that they're quick to act (and with surprising force) if politicians or the police are the targets of "hate speech", while it's generally ignored if it's your average citizen.
