I'd say this motion is basically meaningless and all it means is "Fuck you Russia, in five hundred different ways, and if there's one more way I can say Fuck You I'll find it and do it!" Last spring, the Ukrainian government tweeted the picture of Hitler, Mussolini, and Hirohito together, saying "Fascism and Nazism were defeated in 1945." Japan complained, and Ukraine apologized and took it down [1]. That is, Ukrainian officers don't really have a deep understanding of East Asian politics, and why would they - it's not their problem, and they have a much much bigger problem at home right now.
