The population of the largest island, Iturup, at least is majority ethnic Ukranian. Arguably Ukraine has a greater claim than Russia to be the successor of the USSR's holding there, and it wouldn't be at all surprising if a referendum held today chose Japanese administration over Russian.

So you claim is what at some place the majority of population is ethnic $nationality, so those people have a greater claim than $current_country to be successor of USSR's holding there. Right? Now insert 'russians' and 'Donetsk|Lugansk' there and suddenly this whole sentence stops working for some reason. That's blatant hypocrisy.
