FWIW- California has spent over 70B on a single train line from San Francisco to Los Angeles. It hasn’t even been half finished. In addition the US passed a bill to spend over 1 trillion on infrastructure. Taken together, I don’t think that improving the commons will be cheaper than $100 billion. In fact, as someone else mentioned, being able to utilize the existing infrastructure in new ways will likely be cheaper.
