- jhbadger 4y agoUS and Panama. Operation "Just Cause" in 1989-1990 to get rid of General Noriega. Which was before Friedman even formulated the idea. I guess you can argue that the Panama invasion wasn't "officially a war" but that's true of many conflicts and is rather arbitrary.
