The timing of previous efforts was swamped by XML. Trying to maintain a clear distinction between "how" (the file format) and "what" (the content of a file in that format) can get lost in the quest to hang on to the "why" (the intent of the formatted data). I'm an optimist. There's way more experience now. Consensus around Python has helped immensely in keeping this grounded with the scientists. I have hope.
