I got similarly confused by a typhoon map. Ended up being downgraded to a tropical storm right before landfall. The place outside the cone I thought might be fun to go in order to wait it out turned out to be hit worse by that storm. I didn't end up going so it wasn't much of a waste. Just served as a reminder to me that you can't actually game/optimize for these things in the way I sometimes like to imagine I can.
