It is workable, but apple still gets the secret sauce that's personal data. Apple can personalize the ads better, and measure performance better.

  FB has more data about a typical user than Apple has available in their ad network.

    But not when it comes to app install ads, and at this point fbs data collection on 3p websites (conversion tracking) is massively limited.
