It seems like even if they rule that 230 doesn’t protect this recommended content then it would still be protected by the first amendment (youtube videos unlikely to be “imminent” enough to qualify as incitement).
So what would happen then? Content is still protected by 230, but only if there's no recommendation algorithm, but what about an algorithm that only culls content from an otherwise chronological timeline?
