One of the things I don't get, one of many, is how the NSA, or what ever agency, did not track all these super secret documents? How did they ever let anyone take them out of a secure area? My local library has a better way to track the books I borrow. Why isn't some one looking at that too?
It took action by the National Archives to let them know that there were classified documents along with other presidential material outside a secured area. At the very least, who ever manages the documents, should have had someone asking about their location every day.

The executive branch has a tracking system for that purpose, and they turn the data over to the Archives when the President leaves office.
