A few years ago, I worked with a developer from Eastern Europe who told me he believed the developers in the European part of the company were better than those in the US part of the company. I found this to be a bizarre statement (and not true) and I don't even know why anyone would think in those terms. I don't know if that fits into what you're talking about, but is it really an Eastern Europe thing to think you're the best? I've seen it a few times, I don't know where it comes from, and I don't want to stereotype based on confirmation bias.
