There's slightly different physiology, behavioral tendencies like cultures, which may simply be different (intelligent adaptations by group from their geographical origins). Nobody thinks an albino African is "White". And when the Tanzanian albino gets chopped into a potion by his non-Albino brothers -- an actual crime predicated upon skin color alone -- would we call it a racial hate crime? We barely even talk about that issue internationally.
