I mean, you don’t really need meta tags, next gen image formats, gdpr analytics or a newsletter to have a personal website. I have a personal site that works just fine and I don’t have any of the things you listed. As for hard, I guess it can be incredibly easy or hard depending on how you want to look at the problem.
