While I find doxing distasteful, I think it's a bit dishonest to describe it as "sharing private information" and "doxing attacks". The overwhelming majority of dox that I've seen is based on public information, usually information that people have shared publicly themselves. For example, if I use the same username for my business profiles and online fetish profiles, anyone who searches that username can easily put the two together. That's why it's so important for people to judiciously guard their online privacy — because once it's out there, it's nearly impossible to remove.
That being said, I don't really understand the point being made. Telegram isn't doing anything special, to my knowledge, to encourage or enable "doxing attacks", so you could make the same argument about Discord or Facebook groups. This feels like another attack on encrypted communications under the guise of protecting people ("think of the children!")
