It makes no sense for it to be Russia or Germany, they can simply turn off the flow (Russia already did). So they have lost control as it cannot now be turned on. Any other country, and factions within Germany or Russia might have a motive. But yeah, people are rushing to fit every event into a "Russia bad" narrative...
