You seem exasperated, but it's not clear what point you're making. If you're saying that these utilities would be better off as libraries, what you get hosting them is language independence. With extremely light runtimes, the cost of RPCing to access some logic isn't that much greater than a library call. For things that aren't performance critical, the overhead might be fine.
