This has always been my experience hiring consultant teams. (Unless you're hiring a team from a consultancy that only has enough staff to field a single team, that is.) I'm not sure if this is specific to government procurement, but when hiring teams for federal contracts, some personnel on the team described in the proposal would be "key" and others would not. Key personnel could only be replaced by mutual agreement, and non-key personnel could be replaced at will by the bidder.
