If I'm understanding correctly, the abstract is a very convoluted way of saying:
Green OLED subpixels use less energy per lumen than red and blue subpixels, so if you're already doing foveated rendering, you can save some additional power by green-shifting the parts of the display outside the foveated region.
(But note that foveated rendering isn't actually used anywhere in practice, and the Quest 2 has an LCD panel not an OLED, so it can't save any power this way.)
