Does removing a program from the apple store also delete it from users' telephones?

  I don't think so, no, but I don't think they will be able to sync it to a new device when they buy one. In our case, the apps are linked to hardware that the user owns and shares with multiple others. Due to very restrictive changes in iOS background activity over the years, we had to restructure some of the functionality, so the apps are not really interoperable. I think in this case, as soon as the user wants to add a new user to the device or an existing user gets a new phone, all users tied to that device would have to switch to the next gen app to keep having a consistent user experience. This is not the kind of experience we want to provide for our users but we simply cannot invest as much money as would be required into completely mitigating the effect of Apple's decisions (such as heavily restricting background activity) year after year.
