The intention is to not support old iOS APIs with new versions of XCode and iOS anymore. Apple isn't Microsoft or the Web - very old Windows programs and very old websites still run pretty fine. Apple would rather shift the burden to update and App according to the latest API to the Devs than to provide API support forever.
