I don’t understand why are Google and Apple allowed to do what Microsoft was fined for in the nineties. Arguably, Microsoft did even less! And then again force

I don’t understand why are Google and Apple allowed to do what Microsoft was fined for in the nineties. Arguably, Microsoft did even less! And then again forced by EU to offer alternative browsers, on start. I guess what they say is that unlike MSFT in the 90s, they don’t have a monopoly, which makes it fine?
