If you go by Netflix's own architecture diagrams, they do have a local presence at colo facilities: https://openconnect.netflix.com/en/#sample-architectures https://openconnect.netflix.com/en/#sample-architectures If one of these appliances installed in an ISP's cabinet dies, content to end users will get served directly by an appliance within Netflix's infrastructure.
