As I wrote above, the priority of leaders should be culture - psychological safety, pride of workmanship, compelling narratives, and such. I've seen this sentiment go way too far at times. A leader's job is to make the organization more effective. Sometimes that means clearing a bottleneck, sometimes it is building a culture. If you think your job is that specific, you're one situation away from losing it.
