Satirical answer: Because I'm a crusty old scientist who needs to defend his turf.
Self-serving answer: I'm doing the author a favor as perhaps the first person with my level of knowledge of the field putting effort into giving feedback on the work.
Serious answer: Because it's presenting itself as an artifact of scientific novelty rather than as an engineering accomplishment. It is making major claims not only about itself but also about the entire state-of-the-art. (You could say that the langcc papers put down the entire field of parsing.) Its contributions and scholarship therefore need to be evaluated like any other scientific work.
