After seeing examples in the article I think you (or likely the author) are confused. The examples they showed are people acting like jackasses in public trying to elicit and reaction (one example was someone screaming at an art museum then reciting some weird monologue in a posh accent). I don’t know what npc has to do with this. I guess I’m getting old.
