There are no minimum requirements for how many stalls there should be per charging stations, nor is there a mandatory maximum downtime that a stall can be down for any reason (be it payment or charging related)
How "fast" that charger charges, is a distant third in the worries a non-Tesla driver faces. And my google-fu has not provided me any info whether the Biden Admin's Alternative Fuel Corridor sets any minimum requirements in this regard.
Tesla is winning not because it has many charging stations, but because there are multiple stalls (at minimum 6, I recall), with minimum downtime, and payment being a non-issue, since it is not linked to the stall in any way.
So you are very likely to find a functional stall and charge at a good rate.
