      The Japanese are a similar kind of pagan as the ancient Romans, all the way down to believing the Emperor was descended from the gods.

  Although Saturnian cults are a thing even to this day, I don’t think it would be one of those running the world. I’d rather expect it to be some Mercurial (and mercantile) cult instead, given how markets come to shape policies.
