Probably the single best way to influence the city is to show how cyclists impact tax revenue and how making the city more friendly for bicycles will increase that revenue. It's probably easier to make this argument on new urban areas still in the planning stage. Existing urban areas largely have they're areas where thoroughfares are built out. So you're up against reallocation of existing space away from cars and to bikes.
