Running games that put my GPU (rtx 3080) usage at 90-100% doesn't even make my PC audible when having (open back) headphones on with ingame sound a normal levels. If you invest in good components and focus on quietness you can get great performance without much noise. In my case, without any watercooling. With watercooling and a big rad, it can get even quieter.
