Is that how everyone else works on your team or your custom setup? We have a wiki and point new hires there to follow those steps. Same for running and testing the code. Problems would usually arise when someone changed something either in staging or their local environment (it passes there but fails in staging). Maybe the problem is not high for other teams but it would sometimes cost the whole team a day or two before its fixed.
