Good question, I'm not sure. But very few of my targeted advertising base are going to have piholes configured, so that specifically is not impacting my numbers. I can understand that people are going to have ad-blockers or just accidentally click ads, but it's scummy that FB charges me for it. They have the technical means to filter those out, but they don't.
