I remember reading an interview with Gibson and he described his writing process as "I have these ideas and pieces of the story but all intertwined like a messy audio tape out of its case". I don't know if he tries to iron it out when submitting the final script, what I like in his style certainly feels like the tape hasn't been neatly put back together.
