Whenever you respawned the cars that are driving around you would always be the same no matter really where you were and it felt like once they were spawned it struggled to have memory slots to spawn in any others so really all that was available were that 4x4 and a few others. I had a theory that the car spawning seed was derived from the mission state somehow so it was always using the same seed in the post-game and because Online was the priority they never bothered fixing it or noticing. If you drove around for 15 minutes you started getting more cars in the pool but the cops were so aggressive and psychic the game just wasn't much fun anyway.
