Quit and get a better job. I'm seriously. Reading this my first thought was, "I hope you're getting well paid. I would triple my fees going in to this scenario." Then you come to "HQ has no real understanding ... budget is really tight." Life's too short. If you can do this job at all you can do it for someone who doesn't have their head up their fundament. Failure seems inevitable, but you don't have to be the captain of that sinking ship. Let it fail without you. I mean, this isn't the sole company keeping alive the small home town you grew up in? This isn't your family business that's been handed down for generations?
