Is it a mandate for certain outcomes (which leads to the great leap forward culling and such) or is it a sincere push to look at the pipeline ("STEM pipeline", but obviously it's not just about STEM), look at the actual problems of actual disadvantaged people. (And what are the actual effective solutions for those problems ... and very importantly the broader community must not ignore the mental health aspect of this, which affects both the advantaged and disadvantaged, and both sides need some training to be able to adapt and manage the changes with ease.)
