It seems BS to me as well. This is usually intended as "business travel" and often (besides all - reasonable - expenses) a supplement for undocumented "travel allowance" is also given. As I see it, if you exit your home it is not work at home, but something else, of course YMMV depending on country, local labour Laws, etc.
