Our school does that. The staff must have had so many phone conversations where the first thing the parent said was "omg is something worng?" that they just learn to automatically preempt it. We've had the "This is $teacher, $child is fine but $bad_thing happened, we did $x, could you $y", all in the first sentence. It's remarkably effective communication.
