Probably not, but you can neither use USD (or any sort of dollar) for that either. In Bucharest you'd use Romanian leu (RON) and in Djibouti you'd use Djiboutian franc (DJF). It's all about finding people in the middle, to agree on what you both have. In this case, you wouldn't be able to buy anything in those locations.
