Honestly, I think most companies just don't care. Besides, I would much rather they ensure their main website is efficient, rather than having a specific low-power mode which, let's face it, will probably only be used by a handful of people. I would also note that browser vendors and hardware manufacturers (amongst others) also play a part in reducing the amount of energy required to use websites.
