I am not saying Tornado Cash developers are not culpable. Rather, I am saying Ethereum miners are culpable as well as Tornado Cash developers. Consider a case of botnet whose command and control server runs in AWS. Botnet developers are responsible, but Amazon is responsible as well, and Amazon should (and will) shutdown the command and control server.
