They're not required to accept newly invented American currency or American change. The only reason that the USD isn't bitcoin is because the US government is required to accept it for taxes, and any debt or fine decided by US courts is considered settled if it is paid in US dollars e.g. you can't demand that someone who killed your goats pay off the court judgement in goats.
