I dunno why this is really an article anyway, given the misleading headline implying the NSA is hacking some university, rather than an institution conducting military research for the PLA. Given the context of the DOJ article, its just espionage tennis: a constant back and forth.

Although I agree with your view, but the same applies in a significant amount of cases when US claims Chinese stole IPs. Also from my personal experience, a lot of collateral damage will be caused to innocents in this tennis game.
