Generally speaking, when I'm feeling insecure about my job, I mostly just start looking for other jobs to resolve the insecurity. So if you want people to leave for better paying work, make them feel like they could lose their job at any moment. I think this insecurity/anxiety is why a lot of people are so interesting in the FIRE movement. It helps resolve the constant anxiety of having to anticipate and prepare for endless job insecurity.
