    The argument is that fossil fuel companies are not beginning new starts, because ESG components from investors mean that the money isn't there. I doubt it, however. Even fossil fuel companies know we are transitioning away from oil over the next few years, and don't want to staff projects anyway. This is classic behavior at a tech switch.
