Raising the bar to get your license doesn't do anything to solve the problem because people will still drive just as badly once they get their license. Especially the richer, wealthier people that are driving the largest cars on the road already. The actual solution is to either tax larger vehicles into oblivion and force the downsizing of cars so that the vehicle size arms race stops or redesign our road infrastructure further so that pedestrians and vehicles are completely separate.
